More important import requirements are:
1. All HBLS or HAWB must be rated. Panama customs law requires that all the shipping documents must be rated. All duties and taxes are paid over the CIF value.
2. HBLS can also be express release but it must read ORIGINAL EXPRESS RELEASE. But the importers need the original commercial invoice to clear the goods.
3. All shipments MUST comply with ISPM 15 (fumigation rule).
4. Food and/or human consume cargo requires special import permits, such as phytosanitary permits and/or any other import permit imposed by the local authorities depends on the product and documentation must be sent prior the cargo arrival.
